I got a WMC update with Windows updates disabled?

I noticed for the first time time (maybe coincidentally after a reboot), that I have new icons in my Windows 7 WMC interface.

Under "Tasks"
- Sync - seems to want to sync to a mobile device
- Learn More - All I get is an error message: Unable to Launch ""
- Media Only - Turns off the abilty to exit WMC?
- Shutdown - now has additional options

How did I get this update? I have Windows Update set to "Check for Updates but let me choose whether to install them". I have chosen to install nothing. According to my Programs and Features, I have only installed one Silverlight update since July of 2015.

Then in the middle of watching a show, I got a UAC message asking me to approve installing vcredist.exe (Visual C), which I did not initiate, and I declined.

How am I getting WMC updates, and can I disable it? I haven't seen a positive move from Microsoft on this app in a very long time, and I'd like to keep them from breaking it more. Between the forced Win 10 crap and this, I'm starting to think Microsoft is just trying to tick off their former customers.

I have always had these options on my WMC Main Menu... I'm not sure why you wouldn't have as well..??

You might of used an 3rd pary app that disables WMC at one point and it got reset for some reason (maybe a theming prog ?)
