Picture size with Panasonic plasma and Radeon 4600

Picture size with Panasonic plasma and Radeon 4600
Not sure if this is the right board but, I'm running Win7 media center using a Radeon 4600 to a Panasonic plasma via HDMI.
If I log in as admin everything is great. If I log into the user account the picture looks "bigger" and is cut off sides and bottom. I've looked at the catalyst control center and everything looks the same.
Where do I start?

Everything is certainly not the same. The user account is showing up overscanned. Log in as the user, then open the TV's internal settings menu. Go to the picture settings and find Aspect adjustment. Make sure Screen format is set to FULL and HD size is set to Size 2. That will set up the TV so that 1 pixel of input is mapped to 1 pixel of output. That should resolve the issue with the user account. When you log in with the admin account, the picture may look "shrunken" with black bars all around. Just open CCC and reset the overscan/underscan setting to 0.

1920X1080 on both. WMC shows 1080i on both.

Does this issue only occur in WMC or does it also occur with the Windows desktop? If it's only WMC, run through WMC display setup again and select Television and 1080i or 1080p, whichever you prefer.

It's only in WMC and I've been thru the wizard several times. Doesn't change.
