During the first time setup, WMC downloads the latest available setup file from MS's servers, and saves it to "C:\ProgramData\Microsoft\eHome\Packages\DVBSTuning\DVBSTuning" in a file named "DefaultSatellites.mxf". This file then gets loaded to the database during setup, and it prevents the end user from losing time doing a full scan. But as we said already, that file is old. Transponders are missing, channels as well, and the listing is out of order.
Inspired by the (now almost defunct) French WMC community, who went through the same struggle with CanalSAT (until, in the end, they couldn't use it due to card-surencryption), I've modified the "DefaultSatellites.mxf" to match the official Freesat Listing (with some modifications.)
The method I used was exporting KingofSat's Freesat Package to an .CSV, then using the "CONCATENATE" function to build the transponders and channel info, then export that to the "DefaultSatellites.mxf".
A couple of limitations:

- KingofSat doesn't list every FTA channel as part of Freesat. Which is normal, but some channels are missing from the list, they have to be added manually
- Currently limited to ONE satellite while I figure out how to use this for multiple satellites. (28.2E)
- I'm assuming a London Postcode, with BBC/ITV London regions, and HD channels at the top, although Regions are in the 950's region.
1°) If you haven't already run at least ONCE the TV Setup, do so.
2°) Run a second time the TV Setup
3°) Enter a London Postcode (eg: SW1X 7LA)
4°) Refuse the Guide ToS (to prevent WMC to download and override the file we will load. You will lose the guide momenteraly, see following points)
5°) Choose the correct TV Signal => Satellite
6°) If you use a Diseqc for multiple satellites, check only the Diseqc which points to 28.2 (A,B,C or D)
7°) When you are at the Signal Screen, you have to inject the "DefaultSatellites.mxf" using "loadmxf.bat" (provided in the .zip). Just double click on the "loadlmxf.bat"
8°) When step 7 is done, finish TV setup, then quit WMC
9°) Run the "GUIDE"reg" file (it will allow you to activate the Guide) provided in the .zip
10°) Now, the only thing missing is Guide data: Either use GuideTool to map the data, or use another source (eg: xmltv, epgcollector etc)
This is a BETA TESTING phase. There are still multiple things to be done. Also, be sure to backup your recordings (or even your entire drive). I can't be 100% sure it won't mess anything up, but in the process of testing the file myself, I have done this multiple times.
Please do provide feedback. There are a couple missing channels (mainly Music channels and a couple of others) but the main ones are there.
