What is considered "Perfect Signal"?

I'm curious what is considered to be a "perfect" signal strength?

I think my download stream is really good but my up isn't. My cable modem is on the same split branch as my Ceton tuners and TAs-- and according to it, my strengths are as follows:
Downstream:
SNR = 37db
Pwr Lvl = 0dBmV

Upstream:
PwrLvl = 42dBmV

Will getting my upstream lower give me quicker TA response?
