Media Center can't play wtv files- missing codec error?

I have wtv files that I recorded on my Windows 7 PC. When I try playing them on a laptop I upgraded to Windows 8 RP I get a cannot play video error in Media Center. It says that the file type is not recognized and that the codec is missing. Why would Microsoft not have a codec installed for their own video format? Interestingly I can play wtv files in media player but there is no sound. VLC will also play wtv files but I can't fast forward through commercials.
