I Had windows vista, upgraded to windows 7. after i opened the media center the first message shown said that I needed a better video card or drivers. after i tried to search for channels, it said that no tv tv tuner was found.

Well, first, it would help if you posted the model number of your TV tuner.

Next, did you update the video drivers?
Finally, did you try updating the drivers for the TV tuner?

Does your tuner show up as working properly in device manager? Also, did you do a clean install or an upgrade?

I cant comment on the tuner, but that is a really old computer and you may have to bite the bullet and buy a new one.

I think that mobo has no PCI-e slots in it so you cant upgrade to a more modern video card. It's an onboard intel 915 chipset video, right? That is a very early video chipset that doesnt do complete hardware mpeg acceleration. That may be why windows is complaining. Microsoft changed a lot of video rendering stuff in the jump from Vista to Win 7 and it really does require a more powerful video board.
