Does anyone know at what time Schedule Direct update the program guide daily?

I think it just depends when they get the update from their upstream feeds. Some channels within a lineup can get updates on a different day or time.

Based on the above reply, what is the best time to schedule an update to the WMC guide?

The best time is when others are not likely to be updating their guides and you are not using your guide (i.e. not during recordings or actively using the guide). Most recommendations are for times not near 30 minute clock times.
e.g. avoid 12:00, 12:30 1:00 etc. This avoids high server load times. Don't worry about when the server data is updated as what ever you missed will be picked up on your next daily update. If you have sufficient length of data requested
things should be fine. (Note that in the past estimates of the max amout of future schedule available was about 12 days) so asking for much more than that is usually not too useful either. Also don't worry about TV schedule changes to data you have already pulled, the update should be reflected in your guide once the change is in the SD data and your regular update runs.
