Volume lower in live TV than fast forward

I have a NUC5i3RYH running Win 7/64. Volume is lower on live TV than my last WMC PC, but the interesting thing is if I go to Fast Forward, the volume is higher than live TV. I have updated the drivers and the issue doesn't happen with Roku which tells me it isn't the TV. Seems like it has to be WMC, but I have run the Speaker Configruation in WMC multiple times, setting it as 2 speakers, 5.1 or 7.1 to no avail. Any ideas?

This is due to WMC remixing the audio while fast forwarding. You can adjust the FF volume by using the volume controls on the PC rather than the TV.

WMC down mixes to stereo output (mono actual) when in FFx1 mode.
