I've been hoping off updating my Win7 NUC, but less and less software is supported. It's probably time to update to something newer. Any support for cablecards in a Win11 install? If not, what is the latest version of Win10 that still supports cablecards?

Or should I just hold on to Win7 until my HDHRPrime dies?

I think your best option for cablecard is Win 7 where it just works.

Windows 10 1511 (aka Windows 10 November Update). Anything beyond that won't work.
