Discrete Power On via Harmony 650 Stopped Working

Newbie here so plz go easy. I use a basic RC6 ehome receiver and Harmony 650 remote. Discrete power on use to work until last Win10 update but now only power toggle will turn on HTPC. When HTPC is in standby the ehome receiver response (light flashes) when power toggle button pressed but not with any other button. Once HTPC is up and running then ehome receiver with see key presses (red light flashes) and execute expected command. Any one else have this issue and a fix?
