Failed install
So I followed the directions and closed all other programs including adobe with the instructions, when I got to step 2 it said waiting for WMC to close so I closed it. Things didn't turn out well so I closed the application and started over this time with the pdf open and the video. When I got to the part to manual match and convert I did not get a login prompt to SD like in the video and the apply button never lit up. After setting a schedule I reopened WMC had no guide and EPG settings about just had my location in it as a provider. The only .NET entry in my system is "Microsoft ASP .NET MVC 4 Runtime". I am at a loss as to what I actually did and how to fix it so any help would be nice.

Did you perform a TV Setup in WMC? If you open the client, what do you see on the left, what do you see on the right?

On the left I see all the channels I have and the ones I have used in the old guide are checked on the right is a lineup for a retirement community, the pull down has all the lineups for my area im guessing but I did select my local OTA when I set it up.
edit: I did do step 2 tv setup after I failed at doing it the first time as noted in my original post.

You have not setup EPG123... you still have a MS/Rovi setup. The only lineups you should see on the right side will start with EPG123. During Step 2 - WMC TV Setup, you need to decline the Program Guide Terms of Service.

I did decline it and MS/Rovi is not listed in Guide>Settings>About.

Then I'm confused on the lineups you see in the pulldown on the right.

1. The first time I set it up I skipped the TV setup and after realizing my mistake I force terminated the application.
2. Re-ran the install and preformed step 2 including declining Rovi.
3. when I got to the part to do a manual match and convert it did not ask for login to SD like in the video.
4. Result no guide and no guide provider.

Yes and they are listed alphabetically and the first one is shown.

All the images provided say that you did accept the Program Guide Terms of Service. I do know that, if you accidentally accept, then go back to deny, it is too late and WMC will download the headends for your zipcode. But the fact that all your OTA tuner channels are mapped to a Rovi lineup, tells me that you had accepted it. You would have had to choose the OTA lineup within WMC for it to create those channels with those lineups.
I would recommend trying [Client Setup] again. Once you only have the 1 EPG123 Over the Air lineup on the rights side of the client, then we can take a look at everything else.

WMC has completely changed the order of operations and added steps from your instructions and video but I did get it to work. I don't know how much customization I need to get the channels and recordings I had setup previously in WMC, but from your instruction pdf alone im not looking forward to the Additional OTA Configuration. The Transfer Tool is still non-fuctional.

The Transfer Tool is working, it is just theTVDB.org does not have the Zap2it series ID in its' data to provide for the conversion. Those 4 series requests on the left side will probably need to be created the old fashioned way... inside WMC from the guide.
