The Ceton driver software includes the hacks to raise the Cablecard tuner limits. Hypothetically, if you have SD tuners, you could install Ceton's software and have it change the limits (although I have never tried that). I had a Ceton card before I pulled it and started using HDHR Primes.
The definitive tool for SD tuner users is TunerSalad - the current version allows the limit to be increased to 32 tuners.

I use TunerSalad Footlong. I have 9 cablecard tuners (InfiniTV6 and HDHR Prime) and six ATSC tuners (three HDHR Connects). I think I had to rerun TunerSalad after deleting the eHome directory because WMC would only find four of each type of tuner. Once I reran TunerSalad it found all 15 tuners.
You can mix and match any kind of tuners you like in WMC with no problem. Aside from the aforementioned tuners I've also used multiple Ceton InfiniTV4's and more brands of ATSC PCIe and USB tuners than I can remember.
