Appears this was a common issue in previous windows versions. Minimizing/Maximizing fixes it. Anyone have this issue and find a fix for windows 10?

That one can be one of many things. Ranging from your CPU or Video Adapter, Dual Displays and how they are configured or cabled, WMC or Windows configuration.
Maybe you could narrow down the troubleshooting by reading this...

This sounds like displayport http://www.thegreenbutton.tv/forums/vie ... ize#p31412 What connector are you using? new laptops have eDisplayport as well.
