Cannot get IR remote to work

I have not used rosewill's ir remote for wmc in a long time. No need.
I had two rrc-127 and one rrc-126 never used.
Only used mouse/keyboard for last 4 years.
win7 64bit ultimate
Now I need to install for handicap neighbor (with speech control as well)
BUT
I find usb device for ehome seems to install
tried legacy/usb3 ports. Nothing
no response to any ir commands (do see blinking on receiver)
Tried every combo of ir receivers and transmitters.
Every driver I could find.
HELP!

It looks like usb ir dongle does not work in ZOTAC ZBOX-BI320-U-W2
usb3.0/usb2.0
does work in older 1.2/2.0 computers
tried everything in bios to accept it but no good.
Any suggestions??
