I had for years been using remote kitten and been very happy with it. A few screenshots are attached. pressing "menu" would launch WMC on my W7 computer. The thing I liked about it was how quickly it connected and responded. Mostly use it for watching TV and recorded shows.
Apple now made it impossible to use 32 bit programs even on older hardware now.
I am seeking a new supported alternative, but not having much luck browsing the apple store.
Any suggestions to look at appreciated.
I also used the mouse pad function to launch a browser to watch netflix.

Splashtop or something like it will probably do the same thing.

That just looks like computer control (mouse keyboard etc). What I am looking for is control of windows media center via my iphone. It was really easy to skip commercials with remote kitten, and browse programs.

I think Logitech Harmony has a phone app. Trouble is I think you need to buy one of their hubs to act as bridge.
The other option is Ceton’s My Media Center. It is a brilliant app, but has been pulled from the App Store. But it is 64-bit and is currently working fine on iOS 13. So if you don’t already have the app there are hoops to jump through to get it installed. There a sub forum here dedicated to MMC.
