In fairness, you only need WiFi for Chromecast (in fact, it won't work over a data plan). AT&T currently has the Nokia Lumia 520 available as a "GoPhone" (pay as you go) for $100. You can use it on the $25/month voice&Text plan, and just use wi-fi for data, as far as I know. Depending on how much voice & text you need, it's a cheap option for someone looking for a basic smart phone (though Google won't let you Chromecast from a Windows Phone! Not because it can't, just because Google doesn't want you to use a Windows Phone).
