Yep, HDMI over IP is the way to go. Forget about running HDMI cables all over the place; it's expensive and HDMI is not reliable over long distances. Running CAT5e/CAT6 is cheaper, easier to work with, and more reliable.

CableCard is only required in USA, and even then it is only required if you are providing Cable service . For instance, AT&T U-verse is not considered cable, it is an IPTV service and therefore is not required to support CabeCard.

IMO you are splitting your signal too much, just get 2 quality 2 ways and route your TA line to your Ceton. You could even do a 3 way and put your cable modem on the same tap.

I have an ivy based (i3-3225) HTPC myself using integrated graphics. it's connected to HDMI to a pioneer receiver SC1222 which then goes to the TV.

It's much easier to just turn this around. Use your remote to turn things on/off with macros, and allow the PC to sleep whenever it wants. Doing it that way is free, simple and 100% reliable.

I Turned off Anynet+ (CEC) on the Samsung TV.
I Turned OFF Bravia Sync (CEC) on the Sony AVR.
I Power Cycled both the TV and AVR (Unplugged them and let them sit 30 Seconds)
However that didn't yield results. What finally did it...

Has anyone been able to get the Microsoft media center remote to learn the volume commands from the Vizio remote?
