Poster ES_Revenge on AVS Forum clued me into this:
I use the WMC player as my main movie player. With a Harmony remote and an AMD/ATI GPU you can set a Harmony remote button to switch between 24hz and 60hz.
Catalyst Control Center allows you to create GPU presets, and you can create hotkeys to switch between them. The Microsoft Media Center SE Harmony profile includes many keyboard buttons and potential hotkeys.
I set 60hz to Alt1, and 24hz to Alt2. Then I mapped those to two LCD screen buttons. Works great.
Someone please chime in if you can do the same on Intel and NVidia.

Nice find. Best I can do on Intel is a hotkey to open the page that has those settings.
