That is a possibility that might explain the late start. Maybe there was no tuner available.
Yes, all three tuners are available. I only have this issue on my server. My clients record just fine.

My router was in the wrong time zone (GMT). I set it to pacific time (-8) and same results. clock off by three minutes. Very strange.

Well, I checked my router time server and it uses pool.ntp.org, so I added that to my htpc and it still says the clock is off by 3 minutes. I checked Time Is and the webpage says my system clock is off by 5 minutes. I even went to the atomic clock and it shows a 3 minutes difference still.

It has to be something in windows making the change. Just not sure what it could possibly be causing it.

Anyone have any clues where in windows this would occur? I'll keep googling it in the mean time.

Try using ""24.56.178.140"" (TimeNistGov) I get 0.3 seconds ahead on mine.

Maybe check the HTPC's BIOS too.

One other thing, Your high speed internet provider might have given you an upgrade to the cable modem. The modem might be waiting for a re-boot from you.

Here is a link to the IP, UN, and PW to check the time on several cable modems http://www.dslreports.com/faq/7363

I checked out all of thjose, the modem is an hour off. maybe daylight savings time or time zone. not sure which. there are no adjustments for it from my end it seems.

Not sure what affect any of these have on windows as them seem totally unrelated.

I added a ssd with win8 on it and it reports the correct time. so it seems some setting in windows 7 has been corrept and is forcing the clock 3 minutes ahead.

very strange.

ps, I just put the old ssd back in the server and the clock is fine. I just remoted in and clock is on time as well.

not sure what was going on. Must have been unpluggibng the pwsu in order to install the video card so the server would boot to video so I could set the boot device, otherwise it boots to the uefi shell.

anyway, problem solved and thanks for all of your guys' help.

Sorry for the late post, but it was Media Center delaying the start and end. I just changed them to 1 minutes instead of 3 and now all seems well.
