Bad Video Quality

I was looking in my system settings trying to get rid of the bad grainy quality on my HTPC (that's done) and I noticed that the PC isn't utilizing the 240hz refresh rate of my Samsung UN55F8000 television. At least I don't think it is. Is there something I'm missing here?

Yes, the TV will 'upconvert' to 240Hz. Your PC only needs to be firing out the proper 1080p signal 1920x1080 @ 59/60Hz.

What tuner and graphics setup do you have? Also please define 'grainy' and is this on all sources?

I'm using a Ceton infinitv4 tuner and an amd hd 6650. I'm not sure how to explain grainy. It looks kind of like tons of pixels are turned to white instead of the proper color for video playback. Maybe snowy would be a better word. It was only on the pc input. Xbox and tv are fine.

Well, then I suggest seeing if the white pixels are recorded by the tuner or not.
Can you play a recording that you see the pixels on another PC?

I already fixed that. It was settings in Catalyst that was causing it. It was doing it for all videos I played through my media center computer. I was mostly concerned about the lag and ghosting my Blu-rays were having. I figured it was due to the refresh rate not being utilized. I guess that's incorrect though.

If it's any help, my ATI settings are:

Advanced Video Color: All Settings Off
Deinterlacing: Vector Adaptive
Edge Enhancement: 15 - This is partly due to reading a lot about STB edge picture enhancements. Setting to 15 here emulates that.
All other settings: Off
