KDOC Channel 56.1 LA cannot be received

I have 2 Winodws7 based HTPCs using various TV Tuner cards from ATI, AverMedia, and Hauppauge. With these machines I cannot receive channels 56.1-4 although channel scan shows a strong signal for these channels. My TVs can receive programming on 56.1 -4 and my Tivo Premiere will receive these channels if I select channel 32.1 - 32.4 instead. The program guide for both MCE and Tivo show the proper program information for 56.1 -4 but neither will display video or audio and give an error message of no signal. This is an old issue which seemed to have gone away earlier this year. Since 56.1 is a virtual channel and the actual channel is 32.1, it would seem that adding channel 32.1 would work just fine but it does not. If anyone has some insight into this issue, please reply to this post
