I've been opting-in myself ever since I read that so between the two of us the number is a little more accurate now.

Yeah, I agree that those numbers are BS and Microsoft doesn't have a very good way to measure WMC usage statistics. However, I think it's important to realize that the real numbers are not guaranteed to be that good or any better. They might be, but then again, they might be far worse. It could go either way.

Hi all, how do I 'opt-in' so that my MC usage stats/data is sent to MS?

Tasks > Settings > General > Privacy > Customer Experience Settings.

Check the box that says "Send usage and reliability information to Microsoft". Then click save.
