installutillib.dll is missing?

So I went to open DTB UI to check some things, and I can't. installutillib.dll is missing, error 1001.

I can't uninstall it, either. Same error.

Among the tons of crud on the net, I found that a common solution to this is to reinstall .net. I had 4.5 installed, so I took the opportunity to uninstall it and use the web installer to put 4.6.1 on.

No go. Still have that error.

Does anyone have any insights here? No, no recent backup. And I found that after I migrated disks a few weeks ago, I forgot to go turn system restore points back on, so that's a bust too.

This just happened within the last 5 days.

Any ideas are welcome. Like I said, the net is full of crud on this topic.

There has been some talk about problems with 4.61 and upgrades to NET4.62

Nice catch. That's an easy thing to try.

DTB is otherwise working, so I'm just holding still for now. However, there seem to be some references to this on babgvant.com, including full instructions for a manual uninstall. Ugly, but a potential step at some point.

Wish I knew why this suddenly went haywire.
