What was the name of the app?
I had to reformat my HTPC system after it been running for 8 years and forgot to back up the WMC tools. I remembered most of the favorite tools I used on WMC and able to find it from websites & forums and downloaded it....but there is one tool I couldnt remember the name of it, start with M, I think. The tool was used to change the WMC's EPG scheduled download times. Does anyone remember the name of it and where I can find it?

No. It's a tool that I believe it only has one feature: specifically designed to change the Media Center's own EPG scheduled timer download. It's been around since 2007 or 2008 after the release of XP I believe. And it works in Windows 7 Media Center for sure because thats the version I got it installed in my HTPC with it before. Maybe the name of the program doesn't start with M and probably expanded to many features added or just abandoned because I cant find it anywhere. I'm pretty sure someone still have that util. Used to be on hack7MC.com that listed with bunch of useful utilities before that website was gone.

Never heard of it I guess. I am pretty sure it is just a scheduled task in Task Scheduler. Can you just change it there?

Did you try going to the Settings in Media Center, selecting General then Automatic Download Options and changing the Start and Stop times? This sounds like what you want to do and maybe that's why there is no app anymore?
