4k video card recommendation

Got a new 4k tv and I'm looking for a recommendation on a good graphics card. The last time I bought a graphics card I had to look for a specific one that didn't cause flicking when watching certain channels. It has been so long I'm not even sure that is still an issue. Here is what I'm working with.

Windows 7
Low Profile
Prefer no fan.
Not used for gaming.

I was looking at something like this for a while. https://www.amazon.com/MSI-GT-1030-2G-L ... ce+GT+1030 Before you make a decision, do some research about passing 4k HDR content from a PC to a display because its really complicated, and there are DRM barriers going every which way. In order to play HDR 4K content with Powerdvd, you need to have a certain graphics card or processor, and windows 10 bulid 1511 with fall updates according to their site. If you have copies of your movies your life could be much easier but WMC won't display HDR content. Also if you have Comcast make sure you visit some of the threads about all of the problems users have with their setups.
