You seem to suspect DD-WRT. Give that router a little slap on the head!

Hard Reset, 30-30-30, or erase NVRAM, then set it up again
Erasing NVRAM:
The following requires that DD-WRT already be installed on your router, and Telnet (or SSH) services be enabled and accessible.
Telnet (or SSH) into 192.168.1.1
Issue commands:
erase nvram
reboot

That was one suggestion...... Here's another. The Wireshark forum suggests an explanation for RST, ACK
"the port you are trying to connect to is not being listened to on the remote host. Either your service is not running on the host, or possibly it has been firewalled."

I'd hate to reset my route and set it up again. I can probably find an old router without ddwrt and give that a shot.
I know the firewall is out of the question because I disabled it both on the PC and router. My only thought could be something to do with the echo plugin. If I can join an Xbox to WMC, I don't see why I can't join the echo. The only difference is the echo requires the plugin.

Echo doesn't require the plugin. It just gives you access to some settings. You can easily get by without it. If you suspect the plugin, then remove it and try again.

I just noticed something when comparing your trace with min. Your pc is communicating with your echo on port 3390, my pc is trying to talk to my echo on port 3391. Do you think my echo is listening on port 3390 but my PC is sending it to 3391? Could that be why they can't communicate?
I'll try the removing the plugin tonight but judging by what you guys are saying, if it isn't required it shouldn't matter either way.

Yea, I noticed that too. HTPC port is different too. Could be 3391 is the wrong port. You would think it would listen on a range of ports though.
There's a whole bunch of other stuff yours didn't get to do. My echo (192.168.1.71)sends a magic packet to HTPC(192.168.1.13) There is also some DHCP stuff. Looks like I have a rogue router visiting tonight (192.168.1.6) DHCP Offer. No wonder it took so long to grab the stream. Mine appears to yak with both routers for awhile, until it found my router (192.168.1.1) which confirmed the echo's mac has a dhcp reservation. Once mine found its home there were a few 66's then it started blasting 1514's without taking a second breath.
It seems that I have no permissions here to upload a .gz or a .zip I'll ask one of the staff tomorrow, so I can upload the capture.

Rob, Can I get my permissions edited to allow upload of .zip ? When I try the upload file button it thinks about it for awhile then erases my post.

By default, you should be able to upload both .zip and .gz Crash.
Let me know if you're still having issues and I'll double check you don't have anything weird going on with your permissions. Try a different browser maybe?

Damn you DDWRT!!! I have a spare DDWRT router I use as an AP. I pulled it off the network and did a 30 30 30 hard reset then put the WMC PC and Echo on the network. I was able to pair successfully. Now I gotta try a hard reset on my production router and put my backup config on it again and see if it works. I would do it now but its late here and I'm tired. I'll try it first thing tomorrow and will post the results. Hopefully its not my router config our else I'll have to dig and figure out what in my config it doesn't like. I'm just glad I'm one big step closer to a resolution.

And now you know why the cable company installs their own infrastructure in the house, to avoid situations like this.
My cable company, when you get their whole house DVR, installs a complete router setup including wireless. It sucks for wireless, but guaranteed they do NOT have any customer-generated issues like this on either TV or wired broadband. (Anyone who cares installs his own wireless access point.)
It's bad enough that they have to deal with plain old broadband and every router out there in the world. I appreciate what they have to do, and I'm happy--before I call them--to plug a computer directly into their cable modem and check for the problem first. I'm hyperaware of customer-supplied equipment in the middle that they're not responsible for, but that they get called for every day by people who "just want it to work".
Anyway: I thought you had created a complete private ad-hoc network between your PC and your Echo and still had the problem? That was my suggestion awhile back. Take everything out of the middle.
And that's why they have a $50 truck roll fee on the schedule. You want our help figuring it out? Be prepared to pay.

Yeah that'll be it mate. 83mb may seem pretty small but if everybody started uploading 83mb we'd soon need a package upgrade from our hosts

Yes I did create a private ad-hoc network. It wasn't the best test because the Echo can't hold an static IP address, I only could give the PC a static address. I had to move the echo's network cable off the router after it got an IP address. After it was connected directly into the PC I was able to ping the echo so I assumed it was good enough. Anyways, I've yet to do the hard reset on my production router. I'll get to in within a few hours and report back.

Ok, everything looks good. For some reason I had to erase NVRAM twice before it started working. I restored my configuration and so far so good. Hopefully my router is stable and doesn't start causing issues with the echo again.
