A satellite tuner that says that it has an HD feature only means that it is a DVB-S2 tuner. DVB-S (no "2") tuners can only receive standard-definition (SD) video. If you buy a DVB-S tuner that is SD-only, you will not be able to view HD channels, no matter what resolution your TV/display is. That's OK if you don't want to watch HD channels.
I can't answer your question about which tuners are compatible with your country. You need to investigate that yourself. Are there any terrestrial television transmitters near you? Do you want to receive from those transmitters? If so, then what standard are they using? My guess would be DVB-T/DVB-T2. But you need to figure that out yourself.
Can a laptop's external video port be used for watching TV?
