Can I play wtv files on these car radios USB port

I have some recorded TV programs stored on flash drive.

You need to download (and read) the manual for each radio from the manufacturer's website. The manual will tell you what formats are supported via USB. A WTV file is a proprietary container format that can contain MPEG-2 or MPEG-4 video. You may need a program such as VideoRedo to convert the WTV file into a generic MPEG-2 (.mpg) or MPEG-4 (.mp4) video file in order for the radio to play it.

I REALLY REALLY doubt it. You probably need .mp4. I would be amazed if they supported even mkv
