Computer will not show display when TV powered on

Computer will not show display when TV powered on
Just upgraded from an old 720p insignia (Best buy brand) to a 4k insignia with built in Roku. The old display would get Windows 7 device plugged in Bing noise, and then display. The new one has had an issue several times where the display just remains black. Almost like Windows did not detect the monitor plugged in? I'm going from dvi to HDMI on a really old POS video card. Anyone ran in to this? Is there a work around? Windows display settings are set to never turn off.

Cold boot the PC, and see if it will boot in to the monitor (TV)
Try all the inputs on the TV. and select each one with the remote.
Oddly my hdmi out from HTPC, worked on a tv hdmi in named DVI

That's correct, no windows, no nothing, just a black screen. It works just fine sometimes. The dvi-hdmi cable is plugged in to HDMI 1 ( only HDMI 2.0 port) and the TV is set to first load HDMI 1. Last night it was so bad, I had to hard restart the htpc and the BIOS post screen showed up instantly. I'm planning to upgrade the video card soon anyways and maybe that will help, but it never happened on my old TV, which I thought was odd. Seemed like Windows didn't recognize the monitor had turned on.

A dual-link DVI connection (as opposed to single-link) can handle 2560x1440 at 60Hz, but not 3840x2160

Im curious if the problem will work itself out with a newer Nvidia 4k compatible video card. But right not now, I only have the resolution set to 1080 as is the max on this video card, so it should not be the limits of dvi?

Are you saying that all the TV's HDMI inputs are hdmi 2.0 ?
