Horizontal streaking during motion

I've just replaced my old 42" LCD with a 50" plasma, both were hooked up to a dual-tuner HTPC I built years ago. When watching TV using the HTPC tuners I get horizontal breakup when the picture moves horizontally (ie camera pan, car driving past etc) which I didn't used to get on the LCD. The picture is perfect when playing video files, it only happens with TV. The picture is fine when I use the TV's built-in tuner so I'm assuming it's a codec issue. Unfortunately I know nothing about codecs, when I built the HTPC I installed a recommended codec pack and it worked OK so I left it alone. Can anyone help?

Please provide more information about your hardware. What video card and driver are you using? What tuner and firmware are you using? What "recommended codec pack" did you install? Have you tested the issue on a PC monitor?

And is your resolution set to an interlaced one or low frequency? Should be 50 or 60Hz for the US Et al.
