Smart-card to M-Card adapter?

My cable company uses smart-cards.

Is there an adapter that will allow me to use a Smart-card (pictured above) with a hdhomerun prime tuner with a M-Card type slot? (pictured bellow)

I'm not aware of an adapter, but isn't your cable company required to support CableCards? They may choose to support other additional cards and technologies, but I thought all cable operators must support CableCards.

CableCard is only required in USA, and even then it is only required if you are providing "Cable service". For instance, AT&T U-verse is not considered cable, it is an IPTV service and therefore is not required to support CabeCard.
